Municipal Service Reviews

As a cornerstone of the Cortese-Knox-Hertzberg Local Government Reorganization Act of 2000, Municipal Service Reviews are detailed assessments that evaluate the availability, scope, and efficiency of public services within a specific region. Local Agency Formation Commissions (LAFCOs) typically conduct these reviews to provide a direct foundation for upcoming sphere of influence adjustments. However, LAFCOs also perform these studies independently of boundary changes simply to gather and distribute data that fosters the organized growth of local communities. The depth of these reviews fluctuates, allowing them to target either a single public service or an individual government entity. Ultimately, LAFCOs can leverage the insights gained from these evaluations to trigger official structural reorganizations, such as establishing, merging, or disbanding local agencies.
