LAFCO is responsible for approving requests by cities and special districts to extend municipal services, such as water or sewer, outside their jurisdictional boundaries by contract or agreement with property owners. This process is intended to accommodate the logical extension of municipal services when annexation of the affected territory is not available or appropriate. If you are a property owner wishing to receive an outside service from a city or special district, please contact staff to discuss the application process and work with the affected service provider.
