Jeffrey Crosswhite
Jeffrey J. Crosswhite is a land use and real estate attorney with more than 12 years of experience advising developers, public agencies, property owners, and businesses on land use, CEQA, municipal law, public agency disputes, and real estate matters. In 2026, he was elected as the regular city member of Napa Local Agency Formation Commission (LAFCO) for a term running through 2030. His extensive background in land use and public agency law will be a valuable asset to Napa LAFCO and its work serving the communities of Napa County.
Jeff previously served as Chief Assistant City Attorney for the City of Tracy and has experience in both public and private practice, including internships with the Los Angeles City Attorney's Office, Marin County Counsel, and the City of Portland.
Born and raised in Marin County, Jeff graduated from University of California, Berkeley and earned his law degree from Lewis & Clark Law School, where he received certificates in Environmental Law and Business Law.
Prior to becoming an attorney, Jeff worked a wide variety of jobs beginning at age 13, including landscaping, construction, childcare, restaurant work, public service, and nonprofit advocacy. He lives in Napa with his wife and daughter and is a Co-Founder and Commissioner of the Napa Moms Softball League.
